A New Bill Introduced to Support Bankrupt Businesses: Empowering MSMEs in Sri Lanka

A significant development is on the horizon for micro, small, and medium enterprises (MSMEs) in Sri Lanka, as the government unveils plans for a new bill aimed at addressing bankrupt businesses. President Ranil Wickremesinghe announced the forthcoming legislation, highlighting the necessity of moving beyond the temporarily suspended Parate law to create a sustainable solution for MSMEs struggling with financial difficulties.

In conjunction with this legislative effort, the government is establishing a new institution named “Enterprise Sri Lanka.” This initiative is designed to provide comprehensive support and assistance to MSMEs, ensuring they receive the resources and guidance needed to thrive in a challenging economic landscape.

Government’s Commitment to People’s Rights

President Wickremesinghe emphasized the government’s unwavering commitment to upholding the rights of the people, particularly in the economic realm. Speaking at the “Critical Initiative to Revitalize Sri Lanka’s Micro, Small, and Medium Scale Economy” event, organized by the Ceylon Federation of MSME, he detailed the steps being taken to stabilize and revitalize the country’s economy.

Key Provisions of the Proposed Bill

The new bill, which has already been drafted, includes specific provisions for restructuring loans taken by MSMEs. The President invited the Ceylon Federation of Micro, Small, and Medium Enterprises to review the draft and submit their views and suggestions. This collaborative approach aims to ensure that the legislation effectively addresses the needs and challenges faced by MSMEs.

Enterprise Sri Lanka: A Beacon of Support

“Enterprise Sri Lanka” is set to become a cornerstone of the government’s strategy to empower MSMEs. This institution will offer vital support and resources to micro, small, and medium-scale entrepreneurs, fostering an environment where they can grow and succeed. The initiative underscores the government’s dedication to nurturing the entrepreneurial spirit within the country.

Addressing Economic Challenges and Moving Forward

The President acknowledged the severe economic collapse that Sri Lanka has faced, which has had a profound impact on businesses, particularly small enterprises. He outlined the measures taken to stabilize the situation, including negotiations with the International Monetary Fund (IMF) and efforts to manage the economy with local resources. These actions were crucial in laying the groundwork for recovery and sustainable growth.

Strategic Initiatives and Future Goals

The President detailed several strategic initiatives aimed at enhancing the country’s economic resilience. These include the “Aswesuma” program, which provides increased financial support to low-income earners, and the “Urumaya” program, which grants land rights to two million people, fostering economic activity and improving living standards.

Engaging with the International Community

President Wickremesinghe also mentioned the importance of engaging with international partners. He proposed arranging discussions between MSMEs and the IMF delegation visiting Sri Lanka at the end of the month. This dialogue aims to address the specific challenges faced by MSMEs and explore potential solutions.

A Call to Action for MSMEs

The President called on MSMEs to actively participate in the consultation process, reviewing the proposed bill and providing feedback. He assured them of the government’s readiness to assist and support their efforts to navigate the current economic challenges.
